OVERVIEW

Harlow International Limited: Al Khairat Thermal Power Plant

Empowering Iraq's Future with Energy

Iraq is making strides in modernizing its energy infrastructure, backed by new legislation and regulatory frameworks that reinforce the critical electricity sector. Despite previous challenges, the country is now progressing with initiatives aimed at expanding its energy capacity to meet growing demands, supporting sustainable development for a better future.

As part of this transformation, Harlow International Limited, a member of the Harlow Group, is proud to be the project owner and investor of Iraq’s largest thermal power plant, the Al Khairat Thermal Power Plant. This flagship project will generate over 10% of Iraq’s total power demand, significantly boosting the country’s energy capacity.

At Harlow International Limited, we prioritize energy investments that enhance the quality of life for Iraqi citizens. Through the Al Khairat Thermal Power Plant, we are committed to fostering local economic growth and supporting Iraq’s infrastructure development.

AL KHAIRAT THERMAL POWER PLANT: THE LARGEST THERMAL POWER PLANT IN IRAQ.

Aligned with the development of the Karbala Refinery—a facility designed to process 140,000 barrels per day of heavy, high-sulfur fuel oil (HSFO)—the Iraqi Ministry of Oil launched plans for a thermal power plant to utilize this fuel. The Al Khairat Thermal Power Plant, strategically located near the refinery, will supply electricity to the national grid while also providing a sustainable energy source for refinery operations, ensuring efficient and reliable power production.

Fueled by heavy fuel oil from the Karbala Refinery and crude oil delivered through a nearby pipeline just 1,000 meters away, Al Khairat will have a reliable, consistent energy supply to support uninterrupted operations.

Corporate Social Responsibility (CSR) Initiatives

Harlow International Limited is dedicated to social and environmental responsibility, with several impactful CSR initiatives integrated into the Al Khairat project, including:

  • Establishing an Environmental Management Unit.
  • Implementing an environmental monitoring system to assess potential impacts.
  • Training staff on policies aligned with the Global Environment Program.
  • Setting up a dedicated unit for environmental documentation and oversight.

Advantages of the Al Khairat Thermal Power Plant

Al Khairat brings unique benefits compared to other thermal power plants in Iraq:

  • Largest in Iraq: When fully operational, it will supply over 10% of the country’s electricity needs.
  • Efficient Fuel Use: Reduces dependency on natural gas by utilizing heavy fuel oil and crude oil.
  • Environmental Compliance: Equipped with advanced systems to minimize emissions and pollution, such as:
  • Air Quality Control System meeting WB/IFC standards for NOx, SOx, and dust emissions.
  • Emission Monitoring System for real-time tracking.
  • Zero Liquid Discharge Wastewater Treatment, enabling water recycling.

Additionally, Al Khairat plans to conserve water resources by using treated water from the Karbala Wastewater Treatment Plant.

Regional Impact and Job Creation

The Al Khairat Thermal Power Plant will bring multiple benefits to Iraq and the Karbala region:

  • Enhanced Power Supply: Increases Iraq’s electricity generation capacity, reducing power shortages and supporting socio-economic growth.
  • Optimized Fuel Use: Maximizes the economic value of heavy fuel oil, a by-product of the Karbala Refinery.
  • Reduced Outages: Promotes industrial and commercial productivity, improving quality of life for Iraqi citizens.
  • Job Creation: Generates over 3,000 direct jobs during construction.
  • Local Economic Boost: Provides opportunities for local contractors and suppliers to support the plant’s development.

Through the Al Khairat Thermal Power Plant, Harlow International Limited is contributing to Iraq’s energy security, economic resilience, and community well-being.
